Texas SB 541 (effective September 2025) allows TCS foods including cream cheese frosting. Producers must register with DSHS, label products with production date, and include safe handling instructions. Direct-to-consumer sales only.

- ✓Sell frosted baked goods under the cottage food exemption
You cannot:
- ✗Sell products with any frosting that requires refrigeration for food safety
