Tennessee's expanded Food Freedom Act (HB 130, effective July 2025) explicitly allows pasteurized dairy in food products. Cream cheese frosting made with pasteurized dairy is permitted; perishable items must be sold in-person only.

You can:

  • Use cream cheese frosting on cinnamon rolls, cookies, cakes, and other cottage food products
  • Sell frosted baked goods under the cottage food exemption

You cannot:

  • Sell products with any frosting that requires refrigeration for food safety
