Nebraska LB262 (effective July 2024) explicitly allows dairy products including cream cheese frosting. TCS products must be maintained at or below 41°F during transport and sale and labeled with safe handling instructions.
You can:
- ✓Use cream cheese frosting on cinnamon rolls, cookies, cakes, and other cottage food products
- ✓Sell frosted baked goods under the cottage food exemption
You cannot:
- ✗Sell products with any frosting that requires refrigeration for food safety
